How does civilization change it basic foundations
                         (abolition and suffrage and controlling procreation)

What are the tipping points where the "RPD 350,000 plan" is not so terrible after all ?

In my model:
     a) The world's population votes for the implementation RPD
          (they vote to have everyone reversibly sterilized [ maybe an airborne virus).
     b) they vote for a lottery that allows some births.
          (for example 350,000 sterility reversals a year)

The tipping point is where the vote for the sterility virus becomes a majority.
     The minority just gets dragged along like southern slave owners --
          they have no choice
     a) individuals lose control of their procreative activities - they are sterile-
          1) there is no enforcement except
               a) it is illegal to circumvent sterility without a permit
               b) illegal babies are allowed to be born.
                    (but subtracted from next year's number of lottery winners)
               c) People involved in illegal reversals are incarcerated.
     b) All living individuals are in the lottery and can win rights to have a child.

The factors creating the tipping point
     a) We become successful at painting believable pictures of an abstract future,
     b) News sinks in of unacceptable distant and expanding conditions.
          (Somalia starving -- London riots)
     c) Realization that one's personal conditions are deteriorating
          (and have expectations that conditions will get worse and never get better.
          This should not be hard
               (the inflection from ever-increasing to ever-decreasing wellbeing was 1968.
               We have had 50 years of down slope to figure it out.)

For examples of the kinds of information that becomes common beliefs
     a) Civil force cannot get urban London riots (riots anywhere) under control.
     b) The arab spring turns into continuous killing fields.
     c) Revolution that replaces one regime with another does not improve conditions.
     d) The four horseman kill whole regions.
     e) The survivors' migration makes the killing and scarcity travel out of that region
          destination regions kill the migrants
          (Immigration laws take the form of "killing at the border laws.")
          Adoption of "killing laws at the boarder" will be very rapid)
          The national guard or the equivalent will man the boarder with
               orders to shot to kill anyone trying to cross.
     f) The tripping of these terrible conditions will be
          the rich rapidly empty the world's markets leaving the poor nothing.
